Mr. Simpson is a Real Estate and Banking Executive with more than 20 years of private, nonprofit and government sector experience in economic development, business development, finance, and affordable housing, utilizing low income housing tax credits, new market tax credits, and other program grants and awards.   He currently coordinates and manages funding from the County’s Housing Initiative Fund, Federal HOME Program and Community Development Block Grant (CDBG) Programs to facilitate the development and/or preservation of the County’s affordable housing inventory.

Mr. Simpson’s practice areas have included affordable housing finance, public/private partnerships, real estate development management, and portfolio asset management, working with raw land, multi-family, mixed-use, office and hospitality property types.

Previously, he served as senior loan officer at Baltimore Community Lending, a nonprofit, CDFI focused on the provision of financing for the development of residential, mixed-use and commercial projects within Baltimore City; as account executive at CapitalSource Finance, a national real estate investment trust and bank focused on middle market real estate loans comprised of construction, hospitality, residential, multifamily, retail, industrial and raw land developments; as vice president -commercial lending at Harbor Bank of Maryland, a community development bank in Baltimore City; and as senior business development officer with Empower Baltimore Management Corporation, a federally funded, nonprofit organization formed to manage Baltimore City’s $100.0M Empowerment Zone (EZ) Grant, one of the most successful EZ in the nation.

In addition, Mr. Simpson provides real estate development consulting expertise to local nonprofit and municipal organizations that have limited experience or lack internal organizational infrastructure to manage the development of real estate.  He earned his MBA in Finance from the University of Baltimore and his BBA from Howard University.
